Residents wrote from 2023 to September 2026 about elevators out for months and people stuck inside. Plano's code office wrote up a passenger elevator violation on November 10, 2025, since closed.

The property's site doesn't say which lease it's for, so prices below leave it out.
From the property's own website, read November 4, 2026.
Every home here pays $175 a month in fees on top of rent.
On top of that: utilities. Utility bills depend on how much you use.
No renters insurance requirement or program price found in the sources read.
From the property's own fee sheet, issued October 2026: the property's fee page, read October 30, 2026.
Too few available homes share a floor plan here today to read a floor premium.
LVL29 is a five minute walk from the shops and restaurants of Legacy West. It has a concierge desk, valet and a big pool deck that residents like. Reviews from people who live here, 2023 to 2026, read much harsher than the ones written after a tour. Most of them are about elevators that break down, a garage gate that stays broken and amenities that close.
Every written review we found on Google.
“For the Fourth of July We sat on the balcony and watched four different city’s fireworks without the crowds.”
“The elevators are constantly broken, forcing residents to either wait forever or take the stairs, which is especially inconvenient for those living on higher floors.”
“This past summer the pool was shut down for over a month with little to no real explanation why other than blaming an inspector.”

The street scores 67 out of 100 (higher is quieter), mostly from traffic. Residents mention dogs barking on balconies and thin walls. A 2025 review describes wind coming through a window seal on a high floor.

Not by most residents' accounts. Reviews from 2023 to September 2026 say the elevators break down every week or two and some cars were out for months. Residents got stuck, some more than once. The City of Plano wrote up a passenger elevator violation at the address on November 10, 2025, and has since closed it. We ask the office how many cars are running before you tour. If it worries you, a lower floor means you can take the stairs.
Apartments.com, checked in October 2026, lists a $175 a month Life Style Services fee for every home. Residents say it pays for the concierge, valet and events. Utilities aren't included. One reserved parking space comes with each home, and each added space is $75 a month. Listed one time fees are a $150 admin fee and a $150 application fee for a corporate lease, and the deposit varies by home. The property doesn't publish a fee sheet, so we confirm the full list with the office before you apply. The office's figures are the ones that count.
Yes, two pets with no breed or size limits, the official pet policy says. It's a $500 fee per pet and $30 a month per pet. There's an air conditioned pet center with a dog wash, a dog park beside the tower, and a pet care service you pay for separately.
Each home gets one reserved space in the gated garage. Guests register their car online with a code from you, or use valet for $10 a day when it's available, the official FAQ says. Residents wrote from 2023 to 2026 that the garage gate was broken for weeks at a time and cars were stolen from the garage. A 2023 review says the building added someone to watch the gate.
The 100 foot pool and spa sit on the 8th floor deck, residents say. It closed for over a month in summer 2025 after it failed an inspection, and it had failed its yearly inspection in August 2023 too. Roaches gather on the deck on summer nights, residents wrote. We check that it's open before you tour in the warm months.
NE Development built it and still owns it through NE Legacy West, and its company NE Property Management runs it. We found no sale since it opened in 2019. The office team has changed several times. A September 2026 review names Jen Garner as the manager.
