The 23 is a 2017 tower in the middle of Victory Park, with a cinema in the same block. It has an 8th floor pool deck and a 24 hour concierge. Google reviewers rate it 4.5, and most praise the staff and upkeep. The complaints that repeat are guest parking, smoke smells in some halls, and garage or elevator problems.
A good fit if

The street scores 63 out of 100 (higher is quieter), mostly from traffic. Arena events, the cinema and Victory Park's bars bring crowds and traffic, and I-35E is close. A 2024 review says weekends and game nights get rowdy.

Questions people ask about The 23
What floor are the pool and gym on?
The 8th floor. The official site lists one amenity deck there. It has the infinity edge pool, the fitness studio, a Wi-Fi lounge with workstations, a dining room with a catering kitchen, a game room, grills and cabanas. There's a resident lounge on the mezzanine above the lobby.
What fees come on top of rent?
We haven't found a fee sheet. The official site, checked in October 2026, lists pets at $500 each plus $25 a month, two at most, up to 90 lbs. UMoveFree lists a $95 application fee. We found no published trash, package or parking amounts, so we confirm the full list with the office before you apply. The office's figures are the ones that count.
How does parking work?
Residents park in the garage from the 4th floor up. A 2019 review says it's one space per resident, and Zillow lists one covered space per leaseholder with no price. Guests get roughly 10 to 14 spaces in the motor court by the front desk, and reviewers say those fill up. The public garage next door is the backup.
Is smoke a problem?
In some halls, reviews say. Residents wrote in 2025 and 2026 about marijuana and cigarette smoke in hallways and coming through vents. One said letters to residents didn't fix it. The official site calls it a non smoking community. We find out which floor and which line of homes you'd be in, and we suggest an evening visit.
Who owns and manages The 23?
LMC, Lennar's apartment company (renamed Quarterra in 2022), built it, ran it from 2017 and held it through 2025. Carter-Haston manages it now, named in owner replies from mid 2024. Dallas CAD shows a new owner on the 2026 tax roll. A 2025 review mentions upgrades by the new owners, and later reviews describe a remodeled lobby and amenity spaces.
Is there a dog park?
Not in the building. Reviewers say there's a small park across the street. Pets are welcome, two at most, with a 90 lb weight limit and breed restrictions the property doesn't publish.
